A PVC toy is evaluated based on what can migrate from the material when a child bites, sucks, or handles it for hours, and just one poorly chosen additive—a plasticizer, a stabilizer, a lubricant—can cause the entire batch to fail. That's why the compound is built from compliance backward.

Hollow pieces produced by rotational molding from plastisol, where the paste must flow and gel evenly to achieve a uniform thickness without weak points. Because this product is used in water and stored moist, mold and staining are frequent consumer complaints.
Casting is done with low-viscosity plastisol, which must replicate the details of the mold and demold without deformation. The initial color and its retention over time are essential to the product: a doll that yellows on the shelf won't sell.
The flexible part is subject to the same scrutiny as the toy, because the child handles it and puts it in their mouth. When the sole is foamed, the foaming system defines the density and uniformity of the cell.
The most demanding application in the industry: direct and prolonged contact with the child's mouth. Here, the criterion is to reduce the system to the essentials and choose each component based on its migration profile, not its process performance.

In Mexico, toys intended for children up to 12 years of age are regulated by NOM-252-SSA1-2011, Environmental Health. Toys and School Supplies. Bioavailability Limits of Heavy Metals, published in 2012 and mandatory for anyone who manufactures, imports, or sells toys in the country. It establishes bioavailability limits and testing methods for lead, antimony, arsenic, barium, cadmium, chromium, mercury, and selenium. Importantly for manufacturers, it covers not only coatings but also the base material of the toy, including polymers. It replaced the previous NOM-015/1-SCFI/SSA-1994.
For export, the framework changes. EN 71-3 is the European standard and the one most requested by retail chains; in the United States, they apply CPSIA and ASTM F963.

Recommendation: Build the compound on DOTP (EN 71-3) and avoid restricted phthalates; in biters, the cleanest system (DOTP + MW-33 + lubricants EN 71-3).

Recommendation: low viscosity plastisol (LOX-4M-40) and suitable melt plasticizer.
Hollow pieces retain water inside and are stored damp, ideal conditions for mold growth that consumers immediately notice, resulting in returns.
